Principal - Mike Turchi

Mike Turchi

Mr. Turchi, President of Summit Terminaling Services, LLC is a highly experienced professional in all aspects of terminaling. His background includes serving as GATX's West Coast Engineering Manager and then as GATX’s Corporate Director of Engineering and Operations in Chicago for which he was responsible for oversight of all U.S. and United Kingdom facilities.

From GATX, Mr. Turchi moved to Independent Terminal and Pipeline Company (ITAPCO) in Houston, TX where he became heavily involved with entrepreneurial ownership and construction of numerous bulk liquid terminaling companies. Mr. Turchi has also served as a Vice President for TransMontaigne Terminaling, Inc. in Atlanta, GA. There he managed terminals and formed the Business Optimization and Development group responsible for third party utilization of TransMontaigne’s 75 terminals and interstate pipeline systems. In 2001, Mr. Turchi resigned from TransMontaigne for the purpose of forming Summit Terminaling Services, LLC.

His career has offered him extensive hands-on involvement with every component of the terminal business. He has coordinated/managed facility maintenance, conducted routine operations and safety audits of terminals to ensure complete terminal compliance, established operational procedures; recruited, managed, and trained new personnel, and managed union relations for a 100-member operations group. Also, he has overseen and managed customer service and lab groups. He has successfully managed companies with complete bottom line responsibility for finance, personnel, operations, engineering, environmental, safety, operations and business development for numerous terminal facilities. He has also recommissioned mothballed terminals in Houston, TX and designed and constructed grass roots terminals in Owensboro, KY, Mobile, AL and Sauget, IL.

Terminal and Pipeline Engineering/Management Engineering Manager
GATX Los Angeles Facilities, CA
Managed the engineering transition of Conoco’s Los Angeles area marine terminal and intercity pipeline assets into GATX system.

JetFuel Pipeline System - Carson, CA to Los Angeles International Airport. Designed and constructed jet fuel pipeline system from Carson, CA to Los Angeles International Airport for LAXFUELS consortium chaired by Delta Air Lines.

Retained by Westway Terminals, based in New Orleans to managing all marketing and business development efforts for nine bulk liquid terminals in southeast.

Provided an array of consulting services to companies desiring to construct and or purchase new terminals; and obtain better terminal utilization.

Assisted in the development of work scope, engineering, and estimating for a grass roots bulk liquids terminal site in the western part of United States.

Consulted with major refinery on purchase of terminal in Knoxville, TN.

Developed cost estimate, design and plan of operations for grass roots terminal and direct transfer facility in Mexico.

Prepared business plan for construction of grass roots asphalt refinery in Gulf Coast.

Ray Commander

Mr. Commander has over 35 years of in the terminaling industry with a heavy emphasis on facility and operations management. He has performed and managed engineering, design, construction and operations functions. His extensive and diverse experience includes operations at numerous petroleum, chemical and specialty product handling facilities.

Various Facilities for GATX in Houston, TX
Managed all aspects of the terminal to maximize customer service and cash flow while ensuring a safe and reliable operation. The facilities inclded a large petroleum pipeline terminal, an automated truck loading petroleum facility, and a chemicals/ petroleum products terminal. These facilities handled all modes of operations – barges, ships, trucks, rail cars, and pipelines. The customer base consisted of major U.S. companies including Valero, DOW, Conoco, BP, Lyondell, AMOCO, and Tauber.

Successfully provided inspection services to various U. S. and International terminals to meet Chemical Distribution Institute and Responsible Care guidelines. Results of inspection helped to improve the safety and quality performance of bulk liquid terminals.

Project Manager - Jim Cluiss

James (Jim) Cluiss

Mr. Cluiss has over 25 years of experience in the liquid measurement business in which he has designed and constructed countless loading racks, additive injection systems, automation systems and skids. His background is unique in that he developed a foundation by gaining his experience as a service manager while employed by Southwest Measurement Equipment Co. in mid 1970’s. This hands on training was enhanced by attending several technical training classes in custody transfer measurement and control systems.

Mr. Cluiss focuses on site project management, field construction and shop fabrication of automated flow measurement and control systems. He is intimately familiar with all types of measurement equipment and terminal automation systems.

R. Curtis Bunting

Mr. Bunting has over 7 years of experience in the bulk liquid storage business in which he has designed and managed fueling systems projects, grass roots terminal site plans, loading/unloading racks, terminal upgrade projects and tank skids. This experience is valuable as he also completes compliance manuals for our terminal clients. His terminal background was developed by gaining his experience as a project engineer for Diamond Shamrock Corporation and Carter & Burgess Engineers, Inc. He transitioned to technical sales for over 19 years to lead corporate sales organizations for the Engineering Systems Division of Xerox Corporation and also at BSG Clearing Solutions in the telecommunications services industry. This diverse experience provides a professional, customer-first approach that makes him uniquely qualified to manage a variety of projects and assignments for any client.

Project Manager - Victor H. Owens, P.E.

Victor Owens, P.E.

Mr. Owens is a registered Chemical Engineer with 28 years of experience in CERCLA, RCRA and UST investigation, remedial design, remedial construction, design-build and project management. His technical experience includes the management of all aspects related to large ($2M to $5M) design-build-operate projects under CERCLA (for PRP groups) and RCRA sites.

Mr. Owen's experience also includes detailed engineering of remedial systems (UV oxidation, SVE, thermal/catalytic oxidation, well field design, groundwater and waste water treatment, air treatment, containment basins, piping systems, PLC control, containment structures, disposal galleries, chemical fate & transport and associated permitting (NPDES, land disturbance, tree removal, building).

Mr. Owens also has experience in the closure of UST/petroleum spill sites using SVE, multi-phase extraction, land farming, bioventing, MNA, and biopiles. His management experience includes performance of and responsibility for a 50 person multi-disciplinary engineering, consulting, and remediation office including remedial design, design/build remediation, construction, licensing, and permitting for various industrial and governmental clients.

Mr. Owens has a unique ability to dissect environmental challenge and apply a practical and compliant solution in all areas of terminals.

Project Manager for Georgia HSRA corrective action in Atlanta to investigate the origin of chlorinated solvents entering a perennial creek in Atlanta. Included in the effort is the identification of the groundwater migration pathway from the source of solvents to the point-of-entry into the creek.

Groundwater and Soil Clean-up Technical Director
Technical Director for Georgia HSRA corrective action under Brownfields in Conyers to chemically treat and remove chlorinated solvents in soil and groundwater, including interior excavation of impacted soil, emplacement of injection apparatus under the completed floor slab, and injection of 3000 gallons of treatment fluid.

Remediation Project Project Manager
Project Manager for design/build/operate at multiple petroleum sites under Georgia Trust Fund action, utilizing sparging, SVE, multi-phase extraction, off-gas oxidation, and groundwater extraction for petroleum spill sites throughout Georgia. Responsible for final closure of eight sites including several feet of floating product.

Subsurface Bioremediation Project Manager
Responsible for subcontractor oversight and support on dual-40,000 CY bio-piles containing petroleum contaminated soils resulting from oil well blowout site near Milan, Italy. Soil from local rice fields could not be thermally treated, so bioremediation was implemented to allow recovery of soil for reuse by local rice farmers. Biopiles were internally instrumented for temperature, oxygen, and moisture, and provided for internal water and nutrient addition. Remediation approach utilized six multi-stage regenerative blowers and automated interstitial gas collection for oxygen concentration monitoring.

Subsurface Bioremediation Project Manager
Responsible for design and construction of prototype equipment to implement subsurface bioremediation of oil well blowout contamination beneath 25 acres of impacted soil. The prototype consisted of a rotary lobe blower with intake and exhaust sound muffler, vandal-proof cage, and manual instrumentation, delivering 1,200 CFM into five wells. Final installation consisted of four additional blower units and 26 biovent wells.

Percolation Trench Project Manager
Technical Director for Georgia HSRA corrective action in Atlanta to use percolation trench inside a former dry cleaner to chemically remove chlorinated solvents in soil and groundwater that cannot be excavated due to customer requirements.

RCRA Corrective Action Project Manager
Project Manager for RCRA Corrective Action at 1000 vehicle per day automobile assembly plant located in the southeastern United States. Cleanup required lead abatement in 8000 feet of interior and exterior storm sewers, 300,000 square feet of roof lead abatement, and 1200 tons of retention pond sediment excavation and disposal. Corrective Action included monitored natural attenuation at the plant tank farm, and implementation of methods to accelerate VOC removal from groundwater.

Groundwater Treatment System Project Manager
Project Manager on design/build/operate of 40 GPM groundwater treatment systems at Kalama Specialty Chemicals CERCLA site in Beaufort, South Carolina. Responsible for all aspects of conceptual design, pilot tests, buildings, process equipment selection and installation, instrumentation and controls, startup, and operation. Installed low-profile air strippers, recirculating chlorine scrubbers for 1,500 CFM off-gas sulfide removal, demolition of existing structures, development permits, NPDES permits, 2-acre infiltration pond installation, and local staff for operation and maintenance.

Subsurface Soil Flushing System Project Engineer
Conceptual design and implementation oversight of RCRA corrective action on a chromated copper-arsenate (CCA) facility in Georgia, including 6,000 CY soil excavations around support columns, installation and startup of sub-foundation soil flushing, tank farm reconstruction, paving, and various support structures. Services included RCRA Corrective Action Plan, detailed designs, implementation, specialty subcontract documents, and subcontractor oversight. Project duration 36 months and over 20,000 hours without a lost-time incident.

Laboratory Design Project Engineer
Designed laboratory study to obtain both Langmuir and Fruendlich isotherms of metal species for use in pseudo-two-dimensional fate and transport analysis of metals at receptor stream for Whitehouse Oil Pits. Performed transport analysis for determination of cleanup criteria at Superfund site.

Chemical Superfund Remedial Design Project Engineer
Prepared remedial design for Tower Chemical Superfund site in Lakeland, Florida. Design consisted of groundwater extraction well field, pump test to determine yield in relict sinkhole where pesticide disposal occurred, treatment system and facilities, on-site thermal oxidation of pesticide waste, and restoration of the site.

Groundwater Extraction Design Engineer
Lead design engineer for groundwater extraction and treatment at two facilities, Redstone Arsenal, Alabama. Design basis included well installation in limestone, and extensive pump testing of 22 extraction wells to determine actual flow rates. On-site pilot testing of advanced UV-Oxidation was performed to size peroxide storage and consumption rates, and the design consisted of multimedia filtration, equalization, and PLC-controlled UV-Oxidation.

Petroleum Waste Landfarm Design & Operator
Designed, installed, operated, and closed 10,000 CY petroleum waste landfarm at Brisco Airport, Gwinnett County, Georgia. Impacted soils were excavated during UST remediation at both Gwinnett County Airport and Police Headquarters.

Extraction Pilot Study Project Engineer
Designed and conducted extended multi-phase extraction pilot study at San Diego Naval Base for basis of design for remediation system to remove LNAPL in tidally influenced subsurface. Designed manifolding and self-contained treatment system, oversaw assembly and wet-testing of system in Georgia, delivery and provided support during installation and startup.

Electrical Resistivity Survey Project Manager
Performed electrical resistivity survey and soil gas survey in Port of Hilo, Hawaii, to determine source and extent of fuel spill, and subsequent low-tide sheen in harbor, for US Coast Guard.

Multiple Well Pump Test Project Engineer
Designed and conducted multiple-well pump test at former Amoco asphalt refinery to determine basis for designing groundwater extraction and treatment system. Performed well rehabilitation in site extraction wells using hydrochloric acid to reestablish well yield.
